They often solves the CD not spinning up issue.Another trick I've used with about 50% success is about the time the installation should be looking to the CD and having it spin up, run in a seperate DOS window a directory listing of the CD drive letter. The Directory listing often will spin up the CD and once it's already spinning, the installation sometimes keeps it going.
You could also leave the CD open or open/close it as it often spins up briefly opon closing.same thing, if it's already spinning, that's sometimes enough for the installation to finish what it needs.
